Busara

Gideon Too is the vice president for research, advisory and practice at Busara, a behavioral research and advisory organization dedicated to advancing, applying and anchoring behavioral science for sustainable development in the Global South.  

An economist by training, he has more than a decade of experience collaborating with public, private, and social sector partners to conduct and apply behavioral research to understand human behavior and translate empirical evidence into actionable program and policy strategies for decision-makers. 

At Busara, Gideon provides strategic and creative direction across a broad portfolio of research and advisory engagements, led by the idea that sustainable solutions must be grounded in the values, norms, and lived experiences of the communities whose challenges they seek to solve.  

His portfolio of work spans topics across governance, health and well-being delivery systems, inclusive finance and economic resilience. He has also led internal and external capacity strengthening initiatives for multi-sector practitioners on behavioral science capabilities like research methods, experimental design, behavior change tools and impact learning frameworks. He was previously a Practitioner-in-Residence Fellow at the MIT GOV/LAB, where he developed and disseminated research on the drivers of civic engagement behaviors in East Africa. 

Prior to joining Busara, Gideon worked as a management consultant at Ernst & Young in New York City, advising global retail and investment banking clients. He holds a degree in Economics from Wesleyan University.
